The Irish Housing Pipeline

Ireland Has No Single Register of Housing Delivery.

A monthly report built from the official open data, measuring how many homes are completed and how well the official series agree with each other.

Completions are estimated from ESB connections. Commencements are recorded separately, in the Building Control system. Permissions are recorded separately again, and no common identifier links any of them.

The Irish Housing Pipeline triangulates these official sources, quantifies where they diverge, and publishes derived indicators of pipeline health at national and local-authority level.

  • By type: scheme 4,738 (54%), apartments 2,658 (30%), single 1,427 (16%).
  • Dublin took 36% of all completions and 76% of apartments.
  • Regions year on year , up: Border +14.6%, South-East +12.0%, Mid-East +9.4%; down: Mid-West −13.9%, Dublin −16.4%.
  • Limerick: 185 completions, ranked 16 of 31 local authorities, −16.3% year on year.
  • Top five authorities: Dublin City 1,280, Fingal 1,020, Kildare 592, South Dublin 573, Cork County 509.
  • 4.8% of new ESB connections in 2025 were not new homes, the measurement gap the report tracks.
  • 34,961 units granted permission in 2025 against 36,246 completed.

Methodology

How the Figures Are Built

Where this report differs from figures published elsewhere, the difference is a property of the underlying sources, and quantifying it is the whole point.

Sources. CSO PxStat (completions NDQ01/NDQ06, ESB connections NDQ04, planning permissions); DHLGH/BCMS commencement notices via data.gov.ie; PSRA Property Price Register; RTB; BPFI. All raw files are archived unaltered on download, with retrieval dates, and every ingestion run is logged.

Derived indicators. Rolling four-quarter completions; the ESB overcount share; the commencement–completion gap; a v1 estimate of the extant/uncommenced pipeline (assumptions stated in full); county rankings and regional shares; new-build premium; estate sell-through detection.
